arduino digital controller

I need a digital controller designed for a arduino.
The plant of the system is a D.C servo motor attached to a 30:1 reduction gear box. This is then attached to a potentiometer with a range of 0V-5V. The velocity of the motor is 46/(0.3s+1) rad/s so this needs to be integrated to give the position
The arduino needs to provide an output that would provide a deadbeat response on a potentiometer that is connected to a dial with a 360 degree range.
The deadbeat response has the following characteristics:
Zero steady-state error
Minimum rise time
Minimum settling time
Less than 2% overshoot/undershoot
Very high control signal output

I have actually made something similar already! Only that mine D.C was not servo so I would feed it with a PWM signal. You can check the simulation on my portfolio! It was done with Simulink though! One little advice.. More
