SET-UP NETWORK MONITORING SOLUTIONS ON A LOCAL NETWORK

Hi everyone, I have been doing for almost 4 years now the System & Network Administration of my client site and they are in a Windows Server 2008 R2 Domain with an environment of Windows 7 Pro / Windows 10 Pro. - It's a Windows 2008 Domain with Active directory - The default Gateway Router/firewall are dedicated machine with Untangle v.12 + 2x NIC Card - We have 3x Vlans( DATA/ VoIP/ Video) with Cisco Layer 3 & 2 Switchs Catalyst 3560 & 2960 models. - VoIP (Alcatel-Lucent IP phones are managed by their Alcatel- Lucent OmniPCx Office PBX) -Video Cameras are all managed from our Milestone XProtect Express Server. Because of our growing needs to identify quickly and live "Real Time" what or who is causing Network issues ... we need to install and configure a dedicated PC that will be connected permanently to the network and this will have for usage for us the Administrators to do the Network Monitoring, Traffic / systems analyses of what is going on this network. It will help us visualize and identify right away on the spot the issues that causing "Network Hogs" , Systems performances, specifics reasons and what device (Printer, Camera etc..) or which users are generating too much or abnormal traffic. Here is what I am looking: I am looking for someone who's got the experiences and the knowledge of all the aspects of Systems & Network Administration in a business and a Professional Windows environment. Also the freelancer had actually have done it and implemented on his network the same type of tools so he can present to us the finish product. We are open and looking for tools that are very users-friendly (very easy to manage on daily bases - nice User GUI) The freelancer has to speak clear and understanding English..... It's a French working environment ... So if the freelancer speaks French also .. it's a good plus for him. The freelancer have to speak on Skype for live meetings and real time communication purpose.
