Web developer looking for an assistant to source clients

I'm an experienced full time UK based web developer, looking to find some part time work and to begin to build a freelance career. I don't have time to sit looking for contracts, so I am looking for the right person to liaise with potential clients on my behalf. These clients should be based in English speaking countries, and work should be found away from bidding sites such as this. The candidate should search for clients through other means. Payment will be 10-15% of the total contract price, and will be paid BEFORE I complete the project, but NOT BEFORE I have agreed to undertake it.
