Make "tooltips" work on pads (jQuery)

I have a small website that that shows the local time of a country/timezone: [login to view URL] This works great on the PC. When hoovering with the mouse pointer over the regions of the map a tooltip appears and shows the local time. On pad devices there is no mouse pointer, so this does not work. Please change the jQuery code, so that a tooltip appears when "tapping" on the country. Make the tooltip disappear on a second tap but leave the country selected (so that if you click on the next country you will see the time difference, like when using the PC with mouse). Please mark your changes in the code.
