find a mountain on Google Earth

this project aims to send an alert via email when a marker is placed on a mountain in the world. User will insert latitude, longitude and elevation values in the web form. When he will click on search button the system should place a marker on Google Earth and it will send an email if the marker is above a mountain.
The form used for inserting geo data and Google Earth will be both placed on the same web page.
You will have to develop the web page with the input form and the Google Earth, the code to search the mountain and for sending email.
The user will insert those 3 data: lat, long and altitude. then the web application should try to understand if on that point is present something or just air. If something is present then it should send an alert via email.

What language would would you like to have the website built in ? I can do this in php if thats ok with you ? Let me know ? I think php woud be much faster and cheaper than asp.net
