create a basic drawing board

I need a web application that: - has around 20 types of assets and 3 types of connectors - these assets&connectors are on the left side, a drawing board in the centre and property details of the asset on the right - property details of each asset is stored as json; the assets and their connectors can be stored in the database or as a file (json/xml) - if the user selects an existing map, they should be extracted from database and displayed on the dashboard/drawing board I would like it to be in javascript (react/angular/d3/...) with nodejs and a json supported database like mongodb or as a file. How many hours/days do you need and what is the approximate total cost (fixed/hourly)? I can give you the design sketch later, which you can use to generate accurate numbers. What is the availability and how soon can it be delivered?
