Binance Trading Bot

So you have to use Binance API ([login to view URL]) to build me a trading bot which performs some very basic operations. The operations include getting the current orderbook for a pair and performing some operations on it and then placing an order repeatedly based on the result obtained from that operation. Don't need any fancy UI to access the bot, cli is fine for me. The bot should be able to get the orderbook really fast and place order within few milliseconds. This is a very time sensitive so faster the better. Next you have to help me deploy that bot into a vps close to the Binance servers to reduce latency. Now we don't know where the binance servers are and they won't tell due to security reasons but it is speculated to reside at Hongkong, Japan, South Korea or Malta. You have to do some test on how long it takes to return an api call from different locations to make a guess. The code should be well documented so i can make any changes in the future. Bid with your preferred language as Binance offers many. I need it really urgent and the project shouldn't require more than 1-3 hours because of it's simplicity.
