Buisness Community Platform (portal), host & client.

My Buisness is in need of a platform, a portal type similar to the steam client, to create and maintain a community for the customers / users for my intended group. The program would involve: Chat function (similar to mIRC type chat with rooms etc etc) file sharing (preferably bit-torrent type, this only has to be on the client side as the hosting can be done through other programs) uploading/downloading of files (restricted to one filetype only) searching&browsing of files available profiles (very simple profile for each users) rating (to rate files) audio streaming (stream to an external radio) aka a link.. hehe The list would seem large in this summary but the content of which is beeing processed is small. there is not a large scale variety in information that should be processed. Recommended skills is listed above, both java & c++ can get the job done, and of course the database could most likely be implemented in another way then through mysql. i'm open for suggestions if it makes your job easier. if you have seen the "steam client" that would be a good comparison to what i'm looking for. only less options on where the user can click, but more options on the chat / contact others section. And of course a different UI hehe. I'm patient and open to suggestions as mentioned earlier, so this project could be a good way to use your creative mojo. The user inferface is beeing developed in flash (for presentational purposes when project might be taken on) and will include all areas of the program, the layout will be defined but only a few esthetical changes is required of you to create. The rest will be pretty straight foward as you will see how the program will function through the flash demo i will create. Thank you for your time. Looking forward to your reply!
