Move WhatsApp from Windows Phone to iPhone - small budget

I'm looking for a 100% working solution to move my Windows Phone 950 WhatsApp history, including photos and videos, to an iPhone 6s.
My budget is $40.
After searching and looking for solutions online, I have not found any solution that would work that was recent enough to be credible to function since the new WhatsApp encrypting is in place. So don't even try to give me a solution that can be found googling for it.
My WhatsApp history is backed up on my OneDrive Microsoft account. I also have an Apple account and icloud space, where my work WhatsApp account is backed up with my work phone number. The WhatsApp history of my work phone number (on a separate iPhone) is not supposed to get deleted in the process.
The priority is to move the Windows Phone WhatsApp history to the new iPhone 6s WhatsApp app, which will have the same phone number.
Available material that I can use to implement the solution you find:
- a Windows Phone Microsoft Lumia 950, with Windows 10 mobile
- an iPhone 6s
- an iPhone SE (currently in use with my work phone number)
- an old iPad mini 3
- a Windows 10 Pro computer
- an old MacBook with OS X Yosemite
