iPad, PC .pdf selection email

This application would be used in a tradeshow environment where the user would walk up to a touchscreen that is being driven by either the iPad or a pc that a user would choose a .pdf represented by an icon or thumbnail that is floating around 6 of them floating around the screen at one point. If there are more then 6 at a time we are to have the user would choose from floating categories by tapping on an individual thumbnail, once they pick the category then the individual .pdf thumbnails would be displayed floating around and when they make that selection the .pdf would open for the user to view while they are standing there. To make more sense a user walks up to ui during the tradeshow user is confronted to choose a category if more than 6 .pdf's, if 6 or less then the user just selcts thumbnail and .pdf launches for user to view. The user would also have the option of having the .pdf emailed to them or a link to the .pdf. That part may require a que of some sort depending if the trade show floor has internet access to go ahead and send the email. when the user selects a .pdf to be sent to them then the user is prompted to enter their contact information (email, name) and the email is sent There would need to be sort of a cms environment or a backend where an administrator when setting up for a show would load the .pdfs in a folder and also upload the icon or thumbnail that is associated with that .pdf. Also remember if more than 6 then the user would start at category and then drill into that then pick which .pdf. We would provide mockups for the developer to use for the ui. we also would provide any graphics needed. Through the mockups this would help the developer really understand and see what the user will see during their experience. I know above I mentioned floating around a few times...what does floating around mean? We will do best to show you graphically how we would like to see the .pdf's thumbnails moving around for a user to select and what other screems or dialog boxes the user may see or use. I need pricing on this as an iPad app and a pc app. This is a real quick turnaround as we are looking for March 1st turnaround so we would need to start right away after the bid is awarded.
