I like the project a lot and I was particularly happy to learn that you are looking for handcrafted art for the cover. I can offer all traditional media, but having the reference image in mind, I would suggest pen and ink drawing with some watercolours. And of course, you would receive a pencil sketch that we can revise as many times as needed, until you are perfectly happy with the composition and the artistic solution. I would then proceed with inking and colouring. Lettering could be either done by hand or applied digitally at the end. As a final deliverable, you can receive either a print ready digital file, a high resolution scan of the illustration or have the original sent or any combination thereof.
