Create Simple Visual HTML Editor App

We're looking for a coder to help us create a super-simple HTML editing app.
On the left of the screen, the app will show a folder-tree view, alongside all the various HTML files found within that folder.
When you click on a file, it will load in a lightweight visual HTML editor on the remainder of the screen, which will resize as the app resizes. (This will likely be one of many external HTML components.)
From there, we should be able to use the HTML editing component to make changes. We should also have the ability to save these changes to the original file.
The HTML editing component needs to *not* change any of the underlying code, except those changes made in the editing window, such as added text, bold, etc. (Some HTML editing components automatically change certain links or symbols, etc -- that's not required here.) There are plenty of such plug-in components available.
Preferably we'd have a split-screen where the very bottom of the screen shows the underlying HTML.
We prefer to use the .NET language but are open.
This is a small task for an internal utility.
