Build A Chrome Extension with an RSS Feed

I'm looking for a developer to finish a Chrome Extension for me. The layout is done and the basic JS (just one function) is done but there are a couple of elements that are beyond my skills. 1. Get the content to load from an externally hosted RSS feed (XML file). The XML file is included in the package and should be able to be read from a cross site URL. 2. Create the manifest and loading in a way that this extension can exist concurrently with another extension. The idea is that this extension loads over the top of whatever else the user has set as their default "new tab" extension.
