Fix system for parsing of Excel 2010, 2013 and 365 files and assure all records are used

we have a section of this project where the user can upload a file - which can be an Excel file in xls or xlsx or the can do comma delimited - csv 0r tab delimited - .txt the information is just First Name, Last Name, Address, City, State, zip Everything was working great as long as the Excel files were from 2007 version of Excel - but then we had a file from 2013 Excel version - and the ability to open the file and parse failed Not sure about 2010 - have not been able to check that - What we need is someone that can modify the existing files and make these other formats work I do have one other issue with the Excel files that are currently working - the process that parses and adds the data to the database - if the field contains an apostrophe it skips that records - so we have incomplete data - that also have to be fixed for all versions
