Image locator to coordinate file

**We have chosen a programmer on another site. This task is no longer open for bid. Thank you for your consideration** I need a VERY basic command line tool to capture and analyze an image from a USB webcam and give me coordinates of corners for boxes of all multi-color items on a plain white background shown on camera. Specifics of the small program I need: Fairly efficient (will be running on a 1.6ghz duel core mini-PC running windows 10) Command arguments I will send : Drop file location (drive:\directory\[login to view URL]) Camera to use (the system may have multiple USB cameras running, I will need to be able to identify which camera I need data from. File format will be simple ASCII .csv file “OBJECT START”,corner1x,corner1y,corner2x,corner2y,corner3x,corner3y,corner4x,corner4y,”OBJECT END”(CR/LF) There will be between 1 and 10,000 objects of varying colors (all multi-color) on a white-ish background. Obviously, I expect the system to take time to run if there are 10,000 objects. Likely, most runs will have around 300 objects to detect and report. Objects will be in varying orientations, I need the box to be oriented as to best match the object orientation (a long thin object at a 45 degree angle, should have box corners that best match that same 45 degree angle; whereas, a 90 degree cylinder should have a matching 90 degree angle box) It does NOT need to operate continuously, I intend to execute the program when I need to update the data based on changes being made to the objects in frame. I do need the boxes as tight and accurate on an x/y plain as possible, as the data is going to be used for mass determination and manipulation later in the program. The program should NOT require installation, I'm just looking for a command line tool I can move to a production machine and call from a RAM disk as needed (potentially several thousand times an hour). I am likely to also be storing the drop file on the RAM disk as well. I'm certain all programmers capable of this are thinking a drop file is a terrible way to integrate it, but it is what I can work with and know will be portable to several projects I want to complete needing the same input. I may have a couple future projects requiring simple .bmp image manipulation through web gui and a facial recognition project. This is just a personal project I want to do myself now, and have the time to do the other parts this summer. If this goes well, I'll obviously come back to the same person when those other projects are ready to be worked on (if you are interested). I'm looking for a price for a working executable. I'm sure there are those that could get it done in 2 hours; while others would take weeks. However long it takes, I just want to compare bottom line price based on the final product. P.S. There can be no cloud functions called. This will be an off-line use device with no internet connection.
