Write an iPhone application

This is an Uber style app for a new market. This will be a downloadable app capable of operating in Android, IOS, and Windows applications. We want to make our service available to the broadest customer base. We want this app to operate from a remote web server and be programmed in the best format you are capable of using and that will operate smoothly in all three major formats (Android, IOS, and Windows). The app must be easy to use and understand by any person capable of downloading it. As a transportation network service provider, we will need to be able to log when trips start and end, track mileage, route, rate of speed at locations throughout the trip, be able to adjust pricing parameters relating to different time periods, have different radio buttons to provide customers features to register satisfaction/dissatisfaction on a 5 star scale, register customer complaints, provide drivers to send messages for lost and found items, provide Bluetooth capability to connect with other devices, such as receipt printers. It must accept credit card payments and be able to interact with financial institutions for transmission of payments to drivers. The app must have different permissions for administrators and working drivers so that administrators can view detailed information about drivers and customers, but which is not accessible to drivers and customers. There must be a link to a page for customer information and a link for new driver applications to accept details about the driver, including criminal history background checks, biographical data, etc. My vision of this app is rather simple because there are only a few interactions with outside services, such as the mapping service and the credit card service. The rest is database driven. The app will need security features to protect from hackers seeking to modify the code or access customer credit card data. Later, I will need some modifications to the app when new business conditions arise, and I will want you to create those changes for a separate fee. I prefer that you provide an estimate for number of hours to complete the task, along with your cost estimate for completion. If I accept your estimate, then I will pay you upon completion of the task. If you agree, we will proceed with further discussion. You must keep development of this project confidential.
