Anyways, I think nobody could recommend/fix something definitely until having looked into the WordPress admin and sources. WPML 1) I can not tell for sure now, as I would need to check the WordPress admin panel, but I would say the translation for the German menu and the connection to the English one is missing 2) Setting the flags in one line is no problem at all.
