Retainer for HTML Mailers for 3-6 months

We want to have a designer on retainer for the next 3-6m to begin with which we can then extend. The work would be to design 6-12 HTML emails during this time. We would need the designer to come up with:

i) Concept

ii) Creative

iii) Communication

iv) The actual final HTML emailer which should be mobile/tablet responsive

We would obviously provide the theme and the broad idea but would like the designer to do the rest.
