Prototype of a grocery shopping list website

I am searching for someone able to create a website that provides to Loughborough University students the opportunity to ask someone to make their grocery shopping for them by fulfilling a standardized shopping list (a description of what the list must contain will be given as attached document, with the price related to each item). The website has two different users: Consumer and Administrator.
Consumer point of view - Students can purchase food items. It will fall into 5 different categories:
• Fruits
• Vegetables
• Drinks
• Meat
• Sweets & Snacks
Each category will have 10 items per category. Next to each item, the price per unit of the item will be written. In front of each item, there will be a check box indicating if yes or no the consumer want to buy this item. If yes, the consumer will have to say in which quantity he or she wants to buy the item. When it is done, the total amount for this specific item will be placed next to it. The consumer will choose what he/she wants between all the items and will have finally his/her shopping list created. The total price amount to pay will be shown at the bottom of the list. At the end of the page, there will be a “Confirm Shopping List” button that validates the booking for the administrator. Once the student has clicked on it, a message says “Your delivery will be ready for next Wednesday at 12:00, at the Students Union parking, Loughborough University”.
Administrator point of view - The administrator, when entering the website, will have an aggregate shopping list containing the sum of what each student asked per item (as an example, student A asks for 5 bananas, student B asked for 3 bananas, though the administrator will see 8 bananas) .
