Need a Wordpress Expert to fix some things, update the template, customize my website and do some SEO optimization

My website is [login to view URL] - A website for my own personal law office. I need a wordpress expert developer with some good sense, a perfectionist, that can think on helpful ways to get my website design better and optimized, other than just trying to strictly follow what I ask; I already had an awful experience with a developer of freelancer.com, so I'll be extra picky. The developer needs to have a good portfolio for me to check it out. The developer must work to leave the website well done, in general. Depending on the offer and skills I'd be even willing to change the platform to start the website from scratch, but I rather not to. Some things I need: 1. To fix the control panel that the last developer left it broken so that I can use it properly; 2. Update the wordpress template; 3. Change the style of the page [login to view URL] so that it can show the articles more properly, with reduced picture sizes; 4. Change the Áreas de Atuação Dropdown boxes style; 5. Install a facebook plugin different from the social media button that it's installed, with a facebook comments plugin; 6. Do a Search Engine Optimization; 7. Centralize the Footer Info and change some contact info on the Footer and on the Header; 8. If possible, I'd like the developer to teach me how to change the contact info on the Footer so I could change whenever I wanted to. Only if it's not too much work to trouble him with it. The timeline is 30 days, but it's flexible as long as I see good work along the weeks. I need someone who will commit to get this job done properly.
