I need a tool for authentication build into my site.

I need some changes to an existing website. We're looking for someone to build a user auth system that will incorporate into our server clusters. It will need to have a cloudflare esc feel, We need it so that whenever someone opens a page they need to choose a box and enter a name, I will need it so that the details entered can be viewed and managed, We need to be able to gather IP, browser type and the target URL, Time active on the URL and requestsmade so we can Limit IP requests. Example: User wants to go to [login to view URL] [login to view URL] is a cluster of domains, IPs and URLs, They user needs to be asked what their name and gender are and then be allowed to proceed to see the resources. On our end this data will beed to be sent to.a web panel where we can manage which user chose which name and gender and also provide us information like IP, Browser used, Allow us to limit their IP to not spam and ban them or time them out. Will have to incorporate into NGINX.
