Design Pop-Up for Website. Must Read Brief.

I have 3 websites operating in 3 different countries.

I require either a purchased plugin pop-up that can be customised (I will buy it if you tell me what would be effective for what I want to do) or you customised php in the wordpress theme.
I would like the pop-up to have a nice graphic design with 4 flags. New Zealand. Australia and USA flag plus a a grey flag with text words in it.
The pop-up needs to be placed on all 3 websites and it needs to activate as soon as a person enters into the site.
They will click their flag of their country and the pop-up will redirect them to the site of the country they are in.
I have tried this before with another freelancer but the problem I had was when the USA client landed on the NZ site and they clicked the USA flag, when they were re-directed to the USA site the 4 flags popped up again. I do NOT want this.
I want them to land on the site, choose their flag and get re-directed to the site WITHOUT the pop-up activating again.
The flags need to pop up once on the site, if they get re-directed, they don't see the flag pop-up again.
If the client lands on any page from google search, they need to see the flag option on each page but I don't want the pop-up to occur on each page they land on as they scroll thru the site.
