Create font files from existing graphic-file in embroidery style

We are currently doing a webshop project with a product-designer, where customer is able to create custom designed products (t-shirts, towels, blankets, ...) with fonts and icons on it.
I need you to create font files (Woff/Ttf) based on an image file I exported from our embroidery software which looks like embroided.
Important: To ensure, that our customers will get a realistic preview in the product designer, the font should look like it is embroided (like on the picture). The font still should look like embroided, when you switch the colour.
This is a first test with only capital letters of one font. If this works fine you will get the job for a full set of 7 fonts with small and big letters and symbols.
