Build a Website -- 2

I want to make a website/game/app that allows people to play chess against each other for rewards. I would also like an eCommerce side of the website that allows players to earn/buy a digital currency that could be wagered on their game that would allow them to redeem rewards faster. In addition to this wagering system, the house can receive a percentage of the amount wagered of the match. There could be a membership system that locks/unlocks certain features. I think that handicaps in the chess match, such as timed games and background program checks would help against cheaters. I am currently using a Weebly domain to host my site, but I want to migrate away from it due to the limited capabilities. I'm pretty sure that a database is needed for this website/game/app. I'm not sure which language would be best for a site/game/app like this, but I have used HTML, Java, CSS, and javascript.
