Build a Interactive Street Map

We are a alleyway cleaning group, we require a street map of my area, where each street block has a different colour depending on the status of the street. We would also like to able to add more details on each block such as pictures, notes.

We are using trello for out group management and it would be great if this is compatible with trello. Almost like trello but the streets blocks act like the boards and the whole map acts like a background picture. Please check sample of another group.

I require a software where it will allow me to edit a street map.

1) Draw on the street map as blocks and then change colour of the blocks. Also within each block created I would like to save more information such as pictures and notes.
