Extraction of adjacency list from ESRI shapefile

I have an ESRI shapefile that I'm trying to extract an adjacency list from for the point of applying random sampling algorithms to create maps for an electoral redistricting project. Because census and electoral data are merged together in order to track demographic/political information, there seem to be some precinct partitions that don't quite meet up at the edges. It also might just be the nature of how precinct boundaries are drawn in Virginia. Instead of continuing to google and reach out to contacts over emails that take too long to get responses back on, I figured I'd try to reach out to the fiverr community to see if anyone can help me.
