Develop a script or macro to convert .dat file to excel file

I have a .dat file which I need converted to excel. I need a script or macro that I can use on an ongoing basis. The data specification lays out the data fields like this: Position Length Format Field Name Description 1 1 A,N GTIN This is the Global Trade Item Number Prefix (GTIN). A 2-14 13 A,N EAN EAN or ISBN – 13. etc. There are about 30 fields, but I am only interested in about 5 of those fields. One of the fields are the sum of a number of those fields (so you have to add the numbers in a number of fields together to make a new field which is the sum of those fields). The resulting excel file will therefore have 5 columns with the fields I specify. The . dat file is fairly large: about 57 MB. Thank you.
