The first step is to capture all requirements of the design followed by circuit design, PCB layout and release of the design for manufacturing. You will require a GSM/4G Module - These modules come with embedded sims or with a SIM card that you can buy and insert depending on your design - This will have an impact on how you design the mechanics and if this is for use in a once off application or for high volume manufacturing. You will require a Power supply that converts from 240V AC to 3.3V DC that will be required to power the low voltage electronics for the GSM/4G Module. A battery will be required to be charged when power is available.

I will add this functionality also it will send the power available information to a free iot server and you can check the power availability in real time on a Web Browser by connecting to the free iot site via internet connection as a plus functionality
