Need for a professional to develop and design a working circuit(online circuit development, pcb cad, crircuit simulation) for a sanitation project involving UVC LEDS.

General Idea
The circuit should have the capacity to drive 5 x UVC LED’s, a Proximity Sensor, a tiny Buzzer and two coloured lED: RED &GREEN
The circuit would remain connected to the mains throughout all the time.
The device would comprise of two plates which would be assembled in a parallel fashion:
Plate 1] Which will have three UVC LEDs and a proximity sensor.
Plate 2] Which will have two UVC LEDs
The plates would be mounted on a wall, and the user has to insert their hands in between the plates. Once the user inserts their hands the plates would turn off/ back on when the user removes their hands. (More Details Below)
Two modes of Operation:
Mode 1] When the User inserts their hands in between the plates
*UVC- LED's have to switch off
*The buzzer has to make a tiny beep for 1 sec
*Colored LED changes from Red to Green
Mode 2] When the user removes their hands
*UVC- LED's have to switch on
*The buzzer has to make a tiny beep for 1 sec
*Coloured LED changes from Green to Red
Additional features:
There has to be a luminosity adjustment SCROLL-WHEEL in the circuit through which the brightness of the uvc-led’s can be decided.
A SWITCH to turn the circuit ON/OFF
The components that I could think of:
The LED would be made up of 5 x UVC- UVC 3535 [1-2W 5-9V IF(ma) 150]
Coloured LED’s: Red, Green
Microcontroller (doubtful, not is better if no microcontroller is used)
Buzzer
Switch
