You could use PIR sensor which is fast and accurate sensor for detecting any object within range. Easy to code

I am have been working on arduino for the past 6yrs, to know the rpm of the bicycle I guess u need to use the Hall effect sensor and to find the obstacle the ultra sonic would be enough. I guess I would be the best to work on this based on my prior experience with the sensors and system
