Create an editable PDF report template in PHP

The report needs to be produced as a PDF using PHP to give us a template that we can edit and maintain ourselves. Each element of the report needs to be editable by us (graphs, text, colours, logos). Sections of the report will need to be added and removed. Headers and footers are required on each page (including page numbers which will be generated ‘on-the-fly’). Ideally each element will be editable by a simple variable or array. All required graphical assets and dummy data will be provided to populate the report template. The report will be hooked up to our system and generated ‘on-the-fly’ so it is imperative that all data can be easily updated by us. A detailed specification will also be provided.
