Windows Desktop notification app from json/url

Hi,
I need a simple and straightforward program that i can install on windows, and it will show me a tray icon and will popup notifications in the right corner (above all other application windows), every time there is a notification to show.
The notifications come from a url that returns a json.
Somewhere inside the app menu i need a settings page where i can configure these params:
- opname
- read_interval (seconds)
- apiurl
- apikey
- clickurl
The program calls 'apiurl' every 'read_interval' seconds and sends via post, 'opname' and 'apikey' to authenticate.
'apiurl' sample response if 'apikey' and 'opname' are correct:

The above response means there are 2 notifications for "Tech Support" operator. These should should popup as right corner bobble and vanish after a few seconds, or manual close.
When you click a bubble it should take you to a url i will provide in settings panel (clickurl).
Example clickurl: https://...domain.../[login to view URL]{id} (id is the id of the notification).
if "count":0 it means there is no notification so nothing happens.
if "error":"..." it means there is an error, so show that error as notification (preferably in red bg).
I will pay initial milestone, and complete payment only after i check and confirm the software does what i requested. Please read these requirements carefully and ask me any question if any clarification is needed.
