WPF C# Drag & Drop sometimes not working

I have a working WPF C# application, but there is an obvious bug. Sometimes Drag & Drop feature using DragEventHandler is not working. The drag & drop is to change the background image of the button and other things. I have tried to use timer to give some delay and update the background, but it's still not working.
