Windows Service - Launch Console/RDP session

I need a Windows service (written in C#) which runs as a local_system service on a Windows 10 virtual machine. At start-up, the service logs the user on with hardcoded username+password and creates an interactive desktop (winsta0\default) in the console session and launch a .exe, and then sends a message to a webserver to notify it that it is ready to receive a connection.
The goal is to replicate the windows service of Remote Desktop/VNC/TeamViewer. I can provide pretty extensive C# starter code in the form of a Github repo, although it does not work fully at the moment. Should be rather quick from the starter code for someone with experience in C# and Windows.
