Basic C# + Excel and Access DB application

Hello,
I am beginning to learn C# programming. i am very much familiar with the language constructs etc.
However, my method of learning is through examples and not books.
So, i want a BASIC C# WPF or WinForms application that can tell me how to use C# with excel and access as a database source. (I guess its some oledb connection)
Requirements:
------------------------------------------------
1. Create a new database source if the file already does not exist:
Something like:
a. If (ExcelDataSource exists)
{
DatabaseConenction = connect to the Excel Data Source
}
Else
{
CreateNewDataSource()
DatabaseConenction = use the new DB as db source
}
------------------------------------------------
2. Basic commands to Create, Delete, Append tables to the DataSource obtained from step1 + add some sample data
------------------------------------------------
3. Use all Basic SQL queries with the sample data :
> Select * from Table1 where something=xx - execute query and show me how to handle the result set (how to get the result data)
> Update queries, Delete queries, insert new Rows, and other basic things.
4. Other basic things thats required in a normal DB application like closing connection, saving files, creating databases etc.
PLEASE NOTE: Above requirements are to be done with both EXCEL and Access as datasource ( I believe its the same, only connection string differs?)
I have good developer experience, so i know this is simple. I am not willing to spend more than $40 for this.
