Read letters and numbers from picture and export to txt

I need one app for windows 7 or similar to capture one screen and type a [login to view URL] with info created based one conditions pre configured .
App should check one folder to find new pictures , when one pictures is detected should read this picture and export this info to a txt.
This picture have a clear info , and its not dificult to read ; similar to this example.
