Lower third utility for video clips

The project would be a simple "lower third" utility for video clips. You can use any programming language, so long as it works. It would load a video, select the colors, then let the user enter some text in two fields, select the beginning and end points of the "lower third's" appearance on the screen, and then click to save. The formats should be AVI, WMV, MP4 and MKV. You should be able to find a free library of codecs, and more codecs are better than fewer. Just add the whole library. The program should load the codec according to the file type. It needs two transitions. One, a slide in and slide out, and the other is fade in and fade out. The duration of the 'lower third' on the screen should be adjustable, and the speed of the two transitions. The libraries are common, and you should be able to use a color picker for the colors used in the "lower third", and a standard library for transition effects, with the transitions applied only to the lower third, not the whole clip. It also needs to allow selection of font size and color (also standard libraries) It would also be good to have a way to insert an image on the left side of the lower third, as in the example image. The image can be jpg, but BMP or PNG is also fine. Of course it only does one thing, so It might be quite a small job. This will be a very easy job if you have experience with video softwares. Completing the project includes submitting the source codes. I have posted projects in the past that got bids in the thousands, but were completed for just a few bucks.
