Divert surplus power generated by PV system to hot water reservoirs in turn

Hi, my name is Frits and I am looking for a C+ Developer to help me build a home automation project that will send surplus electricity to warm water tanks based on temp and available power from PV Panels. I have written the requirements and used cases and now need to find a developer that has worked with Raspberry Pi and Arduino. Knowledge of emonCMS would be an advantage. The project will read temp of a warm water system, check surplus electricity and if within parameters switch a relay to send power to the warm water system. Some parameters will control when to switch on and leave off and skip warming completely during certain times and also for certain date ranges.
