Reduce noise and enhance vocals in surveillance footage

I currently have a few minutes of audio extracted from some outdoor surveillance cameras, but it is difficult to discern what is being said. I need someone to clear up this audio as much as possible using Adobe Auditions and provide the adjustments/effects so this can be applied to more footage. Since adjustments will not be universally ideal with all footage I have, depending on how well the audio turns out I have more footage that needs to be edited. In addition I may call upon you to submit written testimony regarding editing of the audio files of which you will be compensated.
