Speech Synthesis project

I need a speech synthesis expert. I am looking for a person/team who has past experience in speech synthesis - I am not talking of using a TTS engine like microsoft sapi or java tts api. I want someone who can build up a small engine as per my requirement. It is a customized engine so you can be specific without building it up for general requirements, and hence it should not be too big as it is for a full fledged TTS. This is the basic framework I have in mind. You should be able to generate wave of given pitch and should be able to modulate it as per pre defined pattern. These waves should be filtered as per the individual filter for the phonemes. I have the filter diagrams for phonemes which show how the filter for each phoneme has to be. You have to find out how to convert it to a representation understood by your program. On filtering the wave sound like a phoneme being spoken. Filter for each phoneme is defined by parameters like its decay rate, attack rate, length, filter for first half and second half. So you should be able to apply filter as per the input that will be provided to you in form of either SSML or even XML. I will like a programmer/team who has experience and has some basic project for demo showing applying filter to such waves and resulting output. Also this is part of an online module, so it will be running on server and taking requests from the webpage. Any suggestion or query is welcome. Thanks for consideration.
