I have worked with many different kinds of databases and platforms over the years including databases for medical, eduction, manufacturing, logistics and even legal and non-profits.
I was somewhat surprised by your data though. The last time I saw something similar was actually 6 years ago. It is still interesting and workable.
Your data is largely stored in flat files with structures seperate from the actual data. The software use to handle these elements seperately and thus split every single thing it could find and work with into seperate files.
Rebuilding it into something new and better is possible though. I can think of no less that 3 methods to get this upti date and working on new age systems.
I have quoted about 20 days to complete this. might be shorter or longer, but that is a rough baseline.
