Sure, I have been developing software, one type or another since 1979 (39 years) and for the last 6 years my focus has been GPS tracking systems. Understand OpenGTS is written in Java, it could be inserted into a frame to "jazz up" the UI but rewriting the UI from scratch would be a major project. Also you should be aware up front that many features you may expect in a GPS tracking platform are not supported in OpenGTS, for instance SMS and/or email alerts when a vehicle enters/exits a geo-zone. I encourage you to contact the developer that wrote OpenGTS (Martin D. Flynn of Geotelematic Solutions) for a reference regarding my abilities, and work ethic.
