Handle Action Buttons in Ionic / Onesignal App without running the APP

I have a Ionic 1 App where I'm using the OneSignal plugin to receive push notifications.

Some of these push notifications has one or more Actions Buttons, like the one attached, that is is named "Mask as read".

Currently when you click the Action button it launches the App if it is not running and the from inside the App you handle the event.

I WANT to knoe if it is possibile to make some code so that the Action Button can be andled without the App to be opened.

For example it could call an URL to the server, without opening the App.

It shoudl work both for Android and for iOS.

If it is possibile and you can do tat I'll assign you the project.
