Hi I can do it for you I have implemented chess about a month ago for my project but I havent thought about VR chess! that is great idea, send me a private message and lets talk about the details of it :) I have my own oculus quest/rift/go so I can test it myself. The multiplayer mode would be the biggest cost of it, also do you have any assets to include? If not then it will also generate a cost. The ending price would end probably on 2000 euro but it is possible to make it cheaper (maybe) I dont know it is not so easy to estimate
