Hi, `__register_atfork` function is defined in API level 23. So, the only way to run it with older API is to investigate why does your application use this API and write any workaround. It is complex to say how deep rewrite is required without your source code reviewing, so, if you will send me source code, I'll can be more specific in price and deadline.
