Android google dev account holders

Hii everyone One of my regular client wants to upload its company app on google play store but instead of creating new account. My client wants someone with old account as he is expecting more downloads from mature account. He has integrated ads in apps which will help him to get money so awarded freelancer will have to upload the app on google play store. All relevant details will be provided.
