vat on website affiliate commissions

simple answer to this question... If a EU company pays an affiliate commission to a non EU lead provider is the commission considered as a "service" to an eu company and as such the amount will be vatable under the latest vat regulation that require non eu companies to pay vat (to the client's home country) if the client is based in the EU. Or, are affiliate commissions treated differently and not classed as a vatable service?
