I need a design to change the color schemes to this site: <[url removed, login to view]>

1. I need to have the horizontal bars (at the top and bottom of the page) changed to blue (hex code: #000090).

2. I need to have the title areas of the right-hand navigation panels changed to a green (hex code: #33CC66)

3. I need the background changed to a cream color (hex code: #FFFFCC)
