Create a search page where users can find their representative based on geographic location

I would like users to be able to search on a map or use a dropdown to choose their location and then have the website tell them who their representative is. For the US and Canada they will need to be able to drill down to the state/province. For the rest of the world it will just be the country that needs to be chosen.
