Create interactive map in lightbox to redirect visitors

I'm looking to modify a current redirect we have on the front of our website. When a user first visits our site, we want to allow them to choose the appropriate version based on their location in Canada. It is cookie-based, so it will remember their choice and not pop-up when they return to the site at a later time. Currently, the pop up redirects using button links. We want to change this to an interactive MAP of Canada - one where you can mouse over your region instead of having to click a text button. There is also one big requirement- the website has a flexible layout so that it is collapsible for mobile devices. The current lightbox does not display properly at smaller screen sizes (iPhone). So we will need this pop up to scale properly for mobile devices as one of our requirements. In short: 1) Replace current redirect popup with interactive map of Canada 2) Modify current redirect popup so that it is mobile-friendly Thank you for your consideration
